SELECTING A CONTRACTOR
 
Most home owners purchase home improvement projects infrequently. They are uncertain about how to select a competent professional contractor.

Adding to the confusion are the scores of unprofessional contractors who believe that the only way to obtain work is by being the low price. Such contractors are more concerned with obtaining work than with solving their customers' problems.

A professional contractor will take the time to understand your needs and desires. He will ask questions and listen to your answers. He will be concerned with, and address, your situation.

The most important part of any improvement project is selecting the contractor.

Did you receive a written estimate? The scope of work should be clearly defined including areas to be finished, type of material, number of coats, and special surface preparation.

Has the company been in business 4 or more years? Statistics indicate that most contracting failures occur within the first years of operation.

Will the work be performed with full-time employees? Competency of personal and quality of work is often questionable with part-timers or subcontracted workers.

Is the job to be paid for only after substantial completion? When a contractor requests partial payment before work begins, it is usually a sign of insufficient credit or under-capitalization. Either or both could lead to problems.

Were recent and long term references offered? References will help you determine the contractor's ability to perform.

Is the contractor properly insured? If the contractor is not adequately insured, you may face the risk of having to insure a potential accident at best, or at worst, you could be facing a lawsuit. This does not mean general liability alone - you should also see proof of Workman's Compensation insurance.

Does the contractor have a valid  license?  This law includes painting contractors.

Does the contractor comply with environmental regulations (EPA) and safety of others employees (OSHA)?

Does the contractor use only "contractor grade ladders" in safe condition and follow safe work practice as outlined by OSHA? Does he have and implement a safety program?
